Admiral,
Following the administrative anomaly logged in my previous transmission, Captain Leota has convened a formal Roster Integrity Review. The Review is mandated to (a) restore correct duty assignments to the Promenade security complement, (b) identify the procedural origin of the misallocation, and (c) recommend safeguards against recurrence. The order is procedurally sound and was issued through standard channels. COSMIC approves.
Engineering, acting on the Review's first directive, manually redistributed the Promenade security complement to their nominal posts at the start of the next standard rotation. The redistribution proceeded without technical incident.
Public reception of the redistribution has been less straightforward.
Vendors in Section Charlie, who had during the previous cycle settled on the interpretation that the original convergence was cover for an unannounced contraband sweep, have now settled on the interpretation that the redistribution constitutes the orderly, standard withdrawal of personnel following the conclusion of that sweep. The position is internally consistent. Three Charlie vendors have begun cataloguing items they believe to have been seized and not yet returned. None have produced evidence of any such seizure, which is regarded by their legal counsel as supporting rather than complicating the claim.
Vendors in Sections Alpha, Bravo, and Delta have characterized the redistribution as an admission of error and have, on that basis, escalated their original grievance. The Promenade Merchant's Association has filed an amended complaint requesting compensatory damages not only against the period of unattended security status but against an additional "interval of lost commercial confidence," the duration of which is left undefined in the filing and is described, in a separate exhibit, as ongoing and “horrible, just horrible.”
Engineering, having completed several preliminary phases of the Roster Integrity Review, circulated an internal memorandum summarizing its findings. The memorandum was leaked, in full, within ninety minutes. Media coverage has focused almost exclusively on its opening sentence, which describes the cause as "almost certainly a code issue" — a phrase the public has variously interpreted as a dress code violation, a Code Bravo, a building code violation, a Da Vinci Code reference, and, in one cable segment, an admission of guilt. Engineering has declined to clarify, on the grounds that any clarification would also be leaked, and possibly turned into a song.
The Promenade contemplative circle has reconvened outside the Clock Shop and has issued a second statement noting that the dispersion of the security formation has produced a "concordant absence" complementary to the prior "spatial concordance." The statement has been distributed in two formats and one accompanying breathing exercise. Command has reaffirmed that the Review remains in progress and that no further public characterization is appropriate at this time.
I will note that the unidentified subsystem ping I logged in my previous report has resumed. The ping is now intermittent, conforms to the same deprecated protocol as before, and originates from a directory I am still unable to locate in any active schematic. I have continued to tag it for follow-up. I have not yet been granted the bandwidth allocation required to investigate further. My request remains in the queue.

The Promenade Merchant's Association has called an emergency session to consolidate its filings regarding the Promenade security surcharge, the period of unattended status, the interval of lost commercial confidence, and the contested number 10. Chéz Levi Enterprises, by way of Levi's brother, has sent representation to observe but not to participate, a posture which is itself the subject of a separate procedural objection.
The Anti-Light Cabal, which has been dormant for several cycles, issued a statement during the Review attempting to attach the duty roster anomaly to its own grievances on the grounds that any system capable of assigning all security personnel to a single coordinate is, by definition, a system also capable of assigning all lighting to a single wavelength. The statement has not been picked up by any major outlet. It has nevertheless been printed and circulated by hand through Sections Bravo and Charlie.
Dr. Commander Dalias's has been off-station on a classified mission, and his return shuttle remains within its projected arrival window. He has, per protocol, been briefed on conditions on the Promenade. His response is logged as a single sentence and is not, in my judgment, suitable for inclusion in this transmission.
